[Mailmunge] Spec file to build Mailmunge RPMS

Hi,

OK, I think we have RPMs!  I modified the docker tests to build and
install RPMs and then run the regression suite, and everything
passes.

(Because systemd doesn't work under Docker, I had to manually install
the SysVinit script to get mailmunge started, but everything else is
from the RPMs.)
